Position Title: Assistant Superintendent

Department: Operations

Reports To: Superintendent

FLSA Status: Exempt

 

Position Summary

The Assistant Superintendent supports the Superintendent in the overall management, operation, and maintenance of the water distribution and/or treatment system. This role provides leadership to operational staff, ensures regulatory compliance, and helps maintain safe, reliable, and efficient water services for customers.

Key Responsibilities

· Operations Oversight

o Assist in planning, directing, and coordinating daily water system operations, including treatment, distribution, storage, and pumping.

o Monitor system performance and respond to operational issues, emergencies, and customer concerns.

o Support preventive maintenance programs for facilities, equipment, and infrastructure.

· Supervision & Leadership

o Supervise and mentor operations and maintenance staff.

o Assist with scheduling, training, and performance evaluations.

o Promote a culture of safety, accountability, and continuous improvement.

· Regulatory Compliance

o Ensure compliance with all federal, state, and local regulations (e.g., drinking water standards, environmental requirements).

o Assist in preparing and submitting required regulatory reports and documentation.

o Maintain accurate operational records and logs.

· Project & Asset Management

o Support planning and execution of capital improvement projects and system upgrades.

o Coordinate with contractors, engineers, and vendors as needed.

o Assist with asset management and infrastructure planning.

· Budget & Administrative Support

o Assist in budget preparation, monitoring expenses, and cost control.

o Support procurement activities, including materials, equipment, and services.

o Contribute to policy development and operational procedures.

· Emergency Response

o Participate in on-call rotation and respond to emergencies such as main breaks, contamination events, or system failures.

o Assist in developing and maintaining emergency response plans.

 

Qualifications

Education & Experience

· High school diploma or equivalent required; associate or bachelor’s degree in environmental science, engineering, or related field preferred.

· Minimum of 5–7 years of experience in water system operations, including supervisory experience. Certifications

· State water operator license (distribution and/or treatment) required; advanced certification preferred.

· Valid driver’s license required. Knowledge & Skills

· Strong understanding of water treatment processes and distribution systems.

· Knowledge of applicable regulations and safety standards.

· Leadership, communication, and problem-solving skills.

· Ability to read technical documents, plans, and system data (e.g., SCADA). Working Conditions

· Combination of office and field work, including exposure to weather conditions and mechanical environments.

· Participation in an on-call rotation and emergency response outside of normal working hours.

· Must live within 30 minutes of office within 12 months.

· Ability to lift moderate weights and perform physical tasks as required.
