Class Description:
Water and Sewer Districts are permitted to pursue the “lien process”. Learn the four-step process to securing a lien for unpaid rates. Instruction will be provided with the step-by-step process.
A properly perfected lien will give a District priority over mortgages and all other liens, except for municipal taxes. It will also result in the transfer of ownership of the property to the District when the lien forecloses. Failure to strictly adhere to the requirements of the statute will negate the lien and eliminate the priority of claims that the District would otherwise benefit.
Instruction will be provided with step by step and hands-on guidance in successfully completing the process.

Speakers:
Jonathan M. Dunitz – Verrill
Jonathan is an attorney at Verrill, where is a member of its Environmental, Telecommunications and Natural Resources Group and its Litigation Group. He counsels water utilities on regulatory and other legal matters, as well as representing them before the Public Utilities Commission. Jonathan also represents renewable energy developers in matters before the Public Utilities Commission and works with breweries, distilleries and wineries on their state regulatory matters. Prior to his regulatory practices, Jonathan was a commercial and insurance coverage litigator for more than two decades. He is a past president of the Maine State Bar Association and is currently a member of the Executive Council of the National Conference of Bar Presidents
Sam Hamilton - Verrill
Sam is an attorney in Verrill’s Environmental, PUC & Land Use practices. He represents water and wastewater clients before state agencies and the Maine Public Utilities Commission, and advises on permitting, development, and regulatory strategy. Sam also works in the Legislature on behalf of water associations and utilities. He recently co-presented “Groundwater Rights in Maine: An Evolving Conversation” to the Southern Maine Regional Water Council, and regularly speaks on land-use topics.
Ian Hedges - Verrill
As a member of Verrill’s Real Estate Group, Ian advises clients on commercial sales and leasing, commercial and bond financing, and title insurance. Prior to joining Verrill, Ian worked at a real estate law firm in Massachusetts where he advised corporate and individual clients in commercial and residential transactions. As a part of his transactional work, Ian appeared in front of local permitting and licensing boards to obtain municipal approvals of cannabis and liquor licenses. Ian also specialized in title curative matters, which involved litigating title disputes across Massachusetts. While in law school, Ian was a legal extern at The Nature Conservancy, where he worked on a variety of environmental matters, including hydroelectric policy in Mexico, protected coastal habitat on Long Island and land conservation strategies for corporate landowners.
